As a United States Peace Corps Volunteer the TBSC principal helped a provincial governor privatize and improve the performance of more than 30 State Owned Enterprises (SOEs). At the start of work all the SOE’s in the portfolio were organized and managed as State bodies. During the project a number were commercialized (including municipal service companies), others were sold to investors as operating companies and others were privatized through liquidation of assets. Prior to commercialization or sale as operating companies each of the SOEs was put through a performance improvement program to improve or create from zero the functional areas needed to be a successful operating company.
