Impact Evaluation means different things to different people. For us it means understanding what would have happened in the absence of the Project. Another problem that complicates the issue is confusion of impact with outputs of outcomes of the project, which unlike impacts, are directly observable results of the project and are easier to understand.

In order to measure impact, we utilize the following generic model to understand the impact development process.

TBSC devotes significant amount of time to understand the resources of the project and its activities, which lead to project outputs. Based on these three areas, we develop a methodology of impact evaluation. Impact Evaluation Methodology includes significant amount of data collection and analysis, as well as identification of impact areas, impact groups and sub-groups and tailored methodologies for measuring impact on each area.
