The overarching objective of this effort was ambitious: to build a new legal framework that ensures hunting practices are truly sustainable, balancing economic viability with vital social and environmental conservation needs.
The activities carried out by TBSC Consulting were methodical and comprehensive. The team first reached out to all key stakeholders—from government bodies and international organizations to NGOs and the hunters themselves—to gather perspectives. This involved a deep dive into the sector through in-depth interviews and a focus group with hunters. Following this data collection, TBSC Consulting rigorously analyzed three distinct policy alternatives: keeping the status quo (the baseline), adopting the new Law on Hunting, or promoting sector self-regulation. This comparison was facilitated by a detailed Cost-Benefit and Multi-Criteria Analysis to quantify and assess the expected impacts of each option.
The final outcome was the comprehensive “Regulatory Impact Assessment (RIA) Report” itself. The report’s conclusion strongly recommended the adoption of the new Law on Hunting as the preferred policy alternative. This choice was justified by its promise of delivering the most significant positive economic, social, and environmental results, thus aligning with the goals of sustainable development for the country’s wildlife resources. To ensure accountability, the report concluded by providing a clear Monitoring and Evaluation Plan for the successful implementation of the recommended law.
