The project carried out by TBSC Consulting involved conducting a Pre-Feasibility Study for establishing a Tourism and Hospitality Center (THC) in Georgia, commissioned under the EU4 Regional Development Programme. The main objective of this initiative was to address critical deficiencies within the HORECA sector (Hotel/Restaurant/Cafe), improve service standards, and promote sustainable tourism development. The overarching goal was to support workforce development that aligns with industry needs and regional tourism potential, thereby fostering balanced, strategic growth in Georgia’s tourism sector.
The activities carried out by TBSC Consulting encompassed a rigorous and phased analytical process. The project began with intensive desk research and analysis, where the team scrutinized relevant policies, data, international benchmarks, and identified specific sectoral gaps. To ensure market validation, TBSC conducted extensive stakeholder engagement, including two dedicated workshops with representatives from the private sector and associations within the hotel and restaurant industries. These efforts culminated in the delivery of key milestones, starting with inception and thematic interim reports, before producing the final, comprehensive Pre-Feasibility Study. To build a robust case for the center, the team performed a detailed market and sector analysis to pinpoint key regional clusters, then proposed a comprehensive model for the center covering its concept, optimal location, operational design, financing, and implementation strategy. Finally, TBSC solidified the plan by developing financial projections and a cost-benefit analysis for the proposed THC, alongside providing a phased implementation roadmap complete with risk mitigation strategies.
The final outcome of the work was the developed Pre-Feasibility Study, which demonstrated the feasibility and concept of the THC. This study showcased TBSC’s expertise in assessing sectoral gaps, engaging stakeholders, and developing actionable, market-driven strategies for sustainable tourism growth and addressing workforce development and service quality challenges in Georgia.
