BENCHMARKING OF BORDER CROSSING PROCESS FOR BCRP.

The government of Georgia (in cooperation with BCRP) was interested in finding out how long it takes goods to clear customs. There were five groups for whom this time period had to be identified: goods crossing border by truck, ship, train, passengers arriving by car and at the Tbilisi airport. TBSC had to track time and date when the goods arrived and record how long the procedures took until the goods were made available again. The work included creating quantitative benchmarking metrics, direct observations, data collection, analysis and reporting. TBSC produced statistics of time needed for each step. The performance proved to be quite good and the Ministry of Finance of Georgia used the results as evidence for successful reforms in customs.
