TBSC Consulting completed the performance assessment of the Association for USAID/HICD PLUS Project. TBSC assessed the external and internal environment of the Association as well as evaluated the processes and individuals within the organization. As the Association is quite small, the work had great emphasis on external environment and governance. Team overviewed and analyzed a lot of secondary information about the micro-finance industry in Georgia, interviewed about 30 knowledgeable individuals including those representing different types of micro-finance organizations, comparable associations and industry experts. TBSC identified the gaps in the performance of the Association and formulated recommendations as to which interventions may fill those gaps. After USAID feedback, TBSC created a Performance Solutions Package that put the interventions into a form of scope of work for further projects.
