TBSC Consulting provided technical assistance to the Ministry under USAID/HICD PLUS Project. Technical assistance was undertaken in three main areas: organizational structure, effectiveness of PR communications and application process optimization. TBSC performed an overall organizational assessments and based on the findings prepared a new organizational structure to improve performance. TBSC also performed position evaluations and developed a package of job descriptions. TBSC also identified opportunities for improvements of PR departments and gave the recommendations to increase the effectiveness of Ministry’s PR relations. The third component included the applications process procedure optimization recommendations which is a Ministry-wide process and includes all major departments. In the fourth and final component TBSC supported the top management (Minister and his deputies) to implement the proposed changes in structure, core processes and PR function.
